Insulation is always the biggest energy saving bang for your buck. What else you do depends on whether you're just trying to minimize your footprint or trying to get a return on your energy minimizing investment.
You might call your provider and see if they offer an energy inspection/consultation. Some providers offer it for free.

Since I am salery capped in my position, the annual evaluation has lost it's luster. But this year the H.O. has increased my pay $.10/year. Bi-weekly pay means I will receive $.0038 per pay period. Any ideas on how I can invest?
